- Preparation - The Initial Master Planning Step

- Involve and engage a client’s community through identifying, assembling and managing a Stakeholder Committee charged with guiding the creation of a philosophical and procedural Public Art Master Plan that will incorporate the unique cultural, historical and geographical characteristics of the City.
- Collaborate with community leaders and targeted stakeholders to develop a set of parameters confirming the scope of work and to guide the subsequent master planning process.
- Set specific goals, objectives, strategies and budget parameters.
- Prepare a performance/fee schedule based on the agreed upon scope of services.
- Define team communication and operation policies and procedures.
- Prepare and conduct a community assessment/feasibility study, if warranted.
- Assemble and analyze assessment study data.
- Prepare for and facilitate public forums.
- Interview elected officials, public executives, business leaders, arts advocates, community activists and other stakeholders as identified by the client for research.
- Act as meeting facilitator and provide documentation.
- Assist in identifying community issues.

- Research, analyze, and identify the relevant issues and procedures necessary for instituting a citywide public art program.

- Create a clearly defined vision statement.
- Develop short- and long-term goals for master plan.
- Catalogue current public art.
- Document and prioritize art opportunity locations based on site challenges, appropriate scale for piece, ideal materials, focal point positioning, etc.
- Develop thematic directions, if appropriate.
- Develop criteria for purchase and/or commission of artworks within the project.
- Create maintenance guide, gifts and loans policy, and restoration and conservation guides.
- Determine legal considerations.
- Create and maintain coalitions and the building of public/private partnerships.
- Provide solutions to impediments or obstacles affecting the initiative.
- Provide a program structure and qualifications for staff and profile governing body.
- Draft a public art ordinance.
- Review and analyze city/municipal capital budget and identify projects that are potentially eligible for public art allocations under terms of the ordinance.
- Sustain the initiative throughout its formative stages.
