Project overview
Located in the heart of Council Bluffs, Iowa, Bayliss Park was redesigned from its 1800s original concept and rededicated on April 28, 2007. Bayliss Park is the City of Council Bluffs' Master Plan's first prioritized site for art. Click here to read more about this city-wide Public Art Master Plan.

As the City's Public Art Master Plan's first priority (especially after the fountain stopped working), Public Art & Practice worked with RDG to recommend appropriate scale, materials, and budget to transform the existing fountain and surrounding park into an engaging meeting space that utilizes public art to connect its surrounding historical elements with the 21st century.

Public Art & Practice then assisted an Artist Selection Panel in locating and choosing an artist. Internationally recognized artist Brower Hatcher of Mid-Ocean Studio designed the park's new features, which include the center elements for the fountain entitled Wellspring, its performance pavilion Oculus, an interactive children's water feature, and seating throughout Bayliss Park.
